Who is RHD? Resources for Human Development. A non-profit company in the process of appealing the LP Zoning Officer’s decision to deny the placement of short term housing on Eagleville Hospital’s property. What does RHD propose? RHD wants to house 60 unhoused adults (18 years of age or older, no families) for a period of 60-90 days. There will be 2 staff member’s 24/7. Two staff members to 60 adults, both female and male. TWO. What could go wrong?

LP does not have a homeless population, so where are 60 unhoused adults coming from, to live in LP?
LP is small township already burdened with the consequences of having the County prison and large rehab and acute psychiatric care facility next to each other on Eagleville Road. Local businesses are already impacted by patients leaving against medical advice and inmates who are released without a plan in place.
In 2023, LP Police Department responded to 615 calls to Eagleville Hospital. In 2024, the number of calls rose to 655. That’s an average of 50-55 calls per month. In 2023, LP Community Ambulance responded to 355 calls at Eagleville Hospital and in 2024, they were dispatched to 439 calls. If another non-profit housing 60 adults is added to the property, how will the township’s emergency services be impacted? One of the biggest hurdles for emergency services is the reimbursement process. RHD’s been having financial problems since 2020.
RHD wants to use the Price building while constructing their new building. No one has stated where on the hospital’s property in the Institutional Overlay district the new construction will be built and, if it stops at just one building. This location is in walking distance to Eagleville Park, Eagleville Elementary School, Arcola and Skyview Schools, Hoy Park, and Eskie Park. Has Methacton School District informed parents? Shouldn’t all potentially impacted parties be notified?
There’s a potential for increase in crime, illegal drug use, and trespassing. RHD will prohibit the admission of someone currently engaging in illegal activity. But, if you have previously been convicted of crimes, they will not discriminate! They will not test their clients for drug use. There’s no plan in place to prevent the mingling of the rehab patients with RHD’s clients and RHD has already stated they would “borrow” the hospital’s security staff if need be —-but with the number of calls dispatched to the hospital in 2023 and 2024, their security isn’t enough even for the hospital. Who is responsible when a rehab patient overdoses and dies? RHD will not search their clients for drugs, alcohol, or weapons.
Why did RHD go bankrupt?
One reason noted in this article by the Philadelphia Inquirer regarding their financial hole—-RHD spent $30 million on pay raises since 2020. In 2023, RHD’s CEO was ousted. Then, Inperium (another non-profit) swoops in, sees RHD is headed to bankruptcy, and acquires RHD. Inperium’s CEO was paid $1.3 million in 2022.
